Let me put it this way. In the spans of a single roleplay saga, the entirety of my active roleplaying with this character, I earned 200xp. Enough to get Tier 1 and quite close to Tier 2.
For any decent amount of effort, those costs are actually quite easy to get. If the actual roleplaying effort put forth by many of us was at that level (as opposed to the low/no activity from most of us) then we'd likely raise them.
