How about this:
A member is allowed to, once a year, name something they want to accomplish, be it the acquisition of a Tech, or a Power-Up, or whatever. They are given, for the RoSaT, a reduced cost (say, 5 XP shaved off of a Tech requirement, or 10 shaved off a Power-Up requirement), but all of the XP utilized for that Tech or Power-Up must come from roleplaying in the RoSaT.
So, for example, suppose I want to demolish Sgt. Marks' ability to post in the OOC forums. I would approach Staff, ask how much that would cost (something like 2 XP), and I would then roleplay in the RoSaT to gain 2 XP.
