The succinct response is it's a name. We have nothing else for ROSAT and we're apparently not as hung up on canon as a lot of other people.
EDIT: For those who don't mind a little more reading, there's a more elaborate answer. In the show, the ROSAT was not a room that people entered and came out stronger. It was a room that magically bent the laws of time and space to allow an entire year to pass by in a matter of hours. The Z Warriors used that year for nothing but training. Their increase in strength wasn't a product of the room, it was a product of their own efforts.
This erroneous association of the name "Room of Spirit and Time" with automatic power gain is causing problems that, frankly, are quite silly. Since the room itself is nothing but a container for some mystical. dimension altering magic, why is it such a leap that said magic be used for something that fits nicely as a game mechanic?
If we included a backstory that made sense using the established canon of the Chubbs universe, would people still have a problem with it? Something that "explained" the slight shift in the Room's functionality?
