Not really. If you start getting juggled, you're probably pretty fucked.
The dodge move and charge attacks are the best way to handle enemy officers. Adding Ice to your weapon also really helps. Flash might also be useful, but by the time I can ever afford it (I'm assuming we're still talking about Empires for the purposes of this) it's the least necessary thing in the game.
