Another XP/Zeni Question

Is there any discussion regarding the cost of XP techniques in comparison to the cost of zeni items? Because, i believe it was Sage who said this, but it is ridiculous that it is easier to achieve tier 1 than purchase 90% of the shop items. The most expensive item in play was the gun Sage won, followed by, what, weighted clothing? Meanwhile like 5 people have tier 1, and Kaden, i believe, has accumulated enough XP where, had he spent nothing else, he could have purchased tier 2.

XP Costs are too low, Zeni Costs are too high.
