Holds in any mmo pvp are pretty much going to be overpowered by nature. In CoH, if a Stalker wasn't popping up and raping me quickly, it seemed like a group would spam holds on me to keep me there and you couldn't get away; same as in WoW with different crowd control.
But in all honesty, do some people actually believe that "I hate how a group of three or four can keep spamming holds and I can't do anything because its overpowered" line of thought? Because to me, that's saying "I want three or four people to all combine their efforts and still be in equal terms with me". You SHOULDN'T have a fighting chance against that many people.
