With the fullest respect intended, after the staff has discussed it, the answer was an almost unanimous decision against it. The believe is that we (as a staff body) still support the same definition of "Permanent Ban" that was intended when the decision was originally made. More information can (possibly) be obtained by speaking with an admin or super admin directly regarding the reasons behind the decision made by the staff as a whole on this matter.

I'm locking this to keep possible unnecessary discussion on the matter from happening (and its not you I mean by that, Dana) but again, if you are able, you can PM an admin or super-admin (labeled by the forums) or email one of them if further communication is desired.
