EDIT: I don't actually see what more you are looking for here. Are you essentially requesting that only Admins have the ability to ban for chatbox, that it be debated on by the entire staff and have a structured ruleset with harsh penalties, that it be up to member vote, or what? Just throwing a few grasping ideas out there trying to figure out what constructive goal you are trying to get us to.

The best I can say about it is that we just trust the staffers not to abuse the ability (and by abuse, we define that more as "Frequent abuse" because what some people take as a joke others take as "abusive display of power", and its not always intended that way.) If we (as in staff) feel that a staffer is doing it too often, even as a joke, and are getting enough complaints, then we'll keep it in mind when deciding how to handle the situation, but that doesn't mean that we are obligated to handle it as any specific member might be hoping either.

I don't really know what more to add.
