I think its similar to the concept of where games have a compensation for latency which will allow a cast to finish despite moving just before the cast happens, to prevent network lag from screwing someone repeatedly whenever they are trying to cast and move around in quick bursts. Some mods for WoW were made to identify where that line would be in your actual cast bar so that you could use "stopcast" macros (which are now built into the spells themselves) to more closely bridge the gap in lag for casting the spells.

It sounds as if you are cutting the actual cast time and essentially exploiting, but (in my understanding, I could be wrong here) what actually happens is that you are spending the proper amount of time casting, its just that it helps compensate for lag through ping and so even though it looks like you are cutting pieces off the cast bar on your end, you are just cutting parts of the lag between casts out of it.
