"Please note that due to contest regulations, the tournament is open only to residents of any state of the United States of America, the District of Columbia and any Province of Canada (other than Quebec) that are 13 years of age or older as of August 8, 2010. Additionally, residents of Connecticut, Colorado and Quebec are not permitted to register for or participate in the LAN Preliminary."

Edit: 10.3. Models, Skins, and Sprites: All Players must use default models, skins, sprites, cursors, overlays and sound files. If any Player is found to be using any non-standard models, skins, sprites, cursors, overlays or sound files they and their Team will be Disqualified from the Tournament.
