We aren't quantifying Power Levels beyond a generic range in the scope that we intend to keep the RPG focused around. This was a deliberate decision made when we moved the system to generic Combat Ability, a measurement of one's total efficiency in a fighting situation, rather than absolute combat potential, which is what I'd consider Power Levels to be.

I'm not going to say that "before 500 CA was Spiderman level" and "at 10k CA you are Ironman" because then someone is going to insist that we specifically label each rung on the ladder with another super hero to help convey the concept. Its not at all necessary to this RPG's function to do this because we don't care what steps will be taken to reach Super Saiyan 4 Gogeta status because we have no plan one way or the other in regards to this actually being reached for quite some time.

More or less, I'd say that you can consider starting to be a character's "awakening" time period in the X-Men universe, where they might be training at the Xavier school or such. Beyond that scope, you'll probably over the course of severe training make your way up to the levels of strong, capable, and still not Earth shattering fighters like Storm (very strong character, but not absolutely ridiculous) or Cyclops or something. Its possible that a few people in the upper tiers might reach the status I'd consider Magneto and Xavier to be at. Apocalypse? Highly unlikely outside of single saga use. Phoenix and Galactus level of strength? Nothing is ever absolutely ruled out, but I'd like to give a confident answer that I simply do not ever see this happening.

This all refers to player characters and not NPCs, just to clarify.
