If everyone is adamant that they still enjoy the site and the writing, then perhaps even when people don't feel like it, they should make themselves write. As it's been said, we have no members, and if people do come by, there is sparse writing happening here. Maybe people need to stop needing to 'feel like it' to write and simply do it, if only for the sake of the site.
I wholeheartedly agree with this. It's all well and good that you want increased incentives to write, and maybe you're justified in thinking that, but there's no reason you can't write in the meantime. Establish yourself and your character. Gain some momentum. Shiny new things, while exciting, aren't guaranteed to increase anyone's activity by itself. If you don't want to write just for the sake of writing, then increased incentives probably aren't going to make the right kind of difference.

And tell me where is the love
In what your prophet has said?
Man, It sounds to me just like
A prison for the walking dead.
