Sorry if that wasn't the case.

Power Levels won't be the only determining factor. That would be... beyond ridiculous. This is a writing site, so writing will always play a part.

One of the problems with using writing is that it is completely subjective. As I said before, it doesn't matter what your opinion of writing quality is, 1000 is always more than 500.
