No. They're trying to normalize the RNG (lawl, rite?). The idea being that you won't be able to get 5 crits in a row or go 10 minutes without getting a single dodge or whatever.
I assume that, for any given attack, your chance to crit will be whatever your chance to crit is. If it does crit, your next attack will have a reduced chance to crit and so on. It's all going to be behind the scenes stuff that will never matter to the average player.
The idea, though, is that there won't be any ridiculous strings of crits (or not-crits) anymore. I don't think there will be an observable difference once that's implemented.
