I WOULD be a fan of gaining karma anywhere, but then people would show up to the afterlife with it saved up.
I think you should totally have to earn your way back and forth between negative karma and good karma. It makes sense. Also, all the items and skills associated with items you buy with good karma and bad karma should be reflective of the fact that it was bought with that type. Healing/regeneration and goody-tow-shoes shit for positive and like, the ability to kill ONE ORPHAN AT THE TIME OF YOUR CHOOSING for negative karma. Mak it so that the stuff you can get is representative of the actions to took to get there.
