So, I know before a dead person couldn't spend zeni. Is this still the case? Do they have to be hanging out in fleshland in order to make a purchase? Can this be made explicit in the Death part of the rules?

While I'm here, is there a quest that needs to be taken to move between heaven and hell or vice verse? Not planning on it anytime soon, but I know this was brought up before and it doesn't seem to be listed one way or another in the rules.
