So, does anyone else who plays casters always spring for the CDR boots over Sorc's? I rarely see MR stacking opponents and if I do it's usually just the one and I love CDR,

No. There are more gold-efficient ways of getting CDR. Morello's Evil Tomb and Deathfire Grasp both give CDR and AP, for example. A Glacial Shroud will give CDR, Mana, and some defense; all good stats.

You shouldn't look at Sorc's as a counter to stacking MR. An early pair of Sorcs will put at almost full damage against enemies and that's worth a lot more than 15% CDR nine times out of ten.

Ionia boots are good for champs who rely on their cooldowns but don't need the spell pen (Renekton, Janna, Alistar, etc.).
