With skill points, you would get 2 + your int modifier worth of skill points per level (x4 for the first level). These can be put into the ranks of skills as you wish. Pay attention to what skills are class skills (Table 4-2 in the PH), as those that are not your class skills will cost twice the amount.
If your intelligence was a 14, your int modifier would be +2, meaning you get 2 + 2 skill points per level. For level three, you would have a total of 24 points to spend. (2 + int x 4 + (2 + int) + (2 + int)
The levels of skills are called ranks, and you can buy as many ranks as you would like with your skill points so long as the ranks per skill are not more than 6 (character level + 3).
When I do skills, I usually pick three or four skills and max them out, then I get 2 ranks in a few other skills to be well-rounded.
So, if you were a fighter, you might put 6 points into Climb, Jump, and Sense Motive, and 2 each in Swim, Intimidate, and Handle Animal.
If any of that is too confusing, let me know and I'll clarify
