The way I always saw powerlevel in DBZ is that a person with a powerlevel of 100 had approximately the strength of 100 average people. Kind of like horse power. So while Raditzu and his nigh-infinite PL could conceivably destroy a world, anyone with a PL of say... less atleast a million would not be able to. I rationalize this by guesstimating what I think would be a reasonable number of individuals to perform a task.
That's just my logic on the whole thing. So while a starting character with 350 PL is indeed formidable to the normal man, he or she could perhaps push over a tree or throw an automobile. Since I can't be bothered to see what is our current PL leader's strength, I would assume it is still well less than a million. Probably still at a level where decimating a city would take more than a single blow too.
