Even though Rose didn't evolve, I was still given information on his current form and ability. Rose is Meowth. His ability grants him +1 vote for every... well, in Mal's words "Red Rocket Member".

Based on that information, I think that Rose is this game's "cult leader". I would suggest lynching him as soon as possible.
