That said, although he's fun, his lack of any kind of CC (a slow would even have worked) and lack of sustainability, plus a passive that doesn't actually feel like it has any presence when a team is near you (still feel like I have to build tanky to live) makes him underwhelming feeling. I feel he just doesn't do enough damage to matter. Yeah, when his Q is up, he puts out a large hit, but its not enough. Also, it seemed that everytime I used his Ult, I was immediately dead while spinning from someone's general AoE. That's what drove me nuts - I wasn't doing enough damage to mean a thing, but I was dying as soon as the fights started regardless of building damage OR defense, due to all the aoe happening.
On that note, Galio is driving me nuts. Very tough to damage now and just hits with his Q like a truck, at least when I got into 1v1s on him with Wukong.
Wukong is a tanky dps, you should build him tanky.

No, what he's saying is that Kayle's shred is percent based. But because it's broken, instead of shredding whatever percent of 90, it only shreds a percent of 50.
An example:
Gaileo's MR is 90, his base is 50. Kayle's Passive reduces a targets ARM and MR by 2% for 5 seconds and stacks 5 times. Instead of shredding Gaileo's MR by 9, because 10% of 90 is 9, it instead only shreds his Base MR which leads to a reduction of 5.
I'd also like to point out, that this has got to be the shittiest passive ever.
