So does anyone know when Grez gets to design his champion?

Short version: he doesn't.

Long version: the prize was phrased in a very misleading manner. The intention, apparently, was never to let someone design their own champion, but just let them into the design process on a champion who was already in development. They didn't really say what level of involvement they'll get or when the champion they work on will be released or anything like that, but a lot of people were pretty disappointed when Riot made that... clarification.

It is but you get it pretty quickly. I guess you could remove the quints for for CDR, but that's about it you need the blues for MR.

My item grab is usually dorans blade - > boots - > brutalizer -> move speed 3 boots -> chainmail -> negatron -> ghost blade - > whatever armor I need.

Edit you can also just grab a kindlegem early on, and build it into spirit visage. Health is always OP on Garen.

That's not going to be a quick Ghostblade While Garen does need defensive stats, the point of using scaling runes is so you don't have to itemize the stat they give you. You're using runes and items and a passive to build defensive stats and that's definitely overkill. You'll get more out of CDR blues than you will scaling MR blues with the build you want to go.
