Also consider Void Staff. If you're planning to build Void Staff, don't build Sorc Shoes (percentage-based magic pen is calculated after flat magic pen, so in general, if you're planning to have void staff, you're better off just using that alone).
'course, Abyssal Scepter is mr-reduction, which is better than magic pen, since it aids your teammates as well.
Sorc and Void serve two different purposes. Sorc Shoes are for early game burst when, with masteries/runes, you can be hitting people for true damage. Void Staff is a counter item. If you see people grabbing up Negatrons, start you Void Staff. Even if you suspect they might try to itemize for MR, pick up a Blasting Wand and sit on it for a bit to either go Void Staff or something else. They shouldn't really ever be looked at as mutually exclusive items (not exactly what Meer said, but just pointing that out).
Completely agree with Meer about the mastery build. Get 9 in offense with the % MPen and then the rest into Utility, probably, to get cooldowns, experience, and mana regen. I guess you could try 9/21/0. Couldn't hurt to give it a shot.
Zhonya's is one of the best survival tools for burst casters. You jump in, burst someone down, then activate Zhonya's for the stasis. Hopefully, by the time it ends, you cooldowns should be done and you can fire off a second round of burst. The armor is also helpful, especially if you're going to build some HP. If I were going to build a "tanky" version of someone like LeBlanc, I would probably go catalyst -> sorc shoes -> zhonya's -> deathcap -> banshee's. Gives you some armor, some mr, the Zhonya's active, and a spell shield.
