So, keeping in mind my lack of officialtude, my thoughts:
1)I would imagine so, although you shouldn't take children with ice cream lightly. For the little add-in there, I can't say I believe that to be related at all to anything Martial Arts Spec, but again, that's me.

3) I've actually wondered about this myself, but my guess is it's left to your personal taste.
4) Unless said other person was relatively close proximity, I'd assume no.
5)It's not in his roster but I could've sworn Belle had something where he scanned the area around him for a 30 second preview of what was going to happen. I'll see if I can find it and whether it got approved.
6)If you ask enough questions and one of them eventually is "Can I get a char switch to change this ability?" Yes. ;D
And, once more for CYA, this is my take, not the official beliefs of feelings of Chubbs, Inc.
Edit: for #5, Belle does have it, just doesn't have the description attached to the skill name: Flash: After honing his abilities in the Room of Spirit and Time, Belle has better learned how to control his budding Foresight. By taking an instant to concentrate, Belle is able to glean the immediate future of the area, objects, and people around him, to the tune of a dozen or so seconds.
