I have absolutely no problem with selling power that is available for free (eventually).
The problem with selling power is when the thing sold is not available by other means. That's when it becomes 'pay to win.' Runes, though, are not really that. What paying for runes would do would allow you to have access to the runes you wanted without having to go through the grind. It wouldn't inherently have an advantage over people that have runes as-is.
Riot already sells IP/XP boosts for Riot Points, which can lead to the accumulation of that 'power' (runes and mastery points) faster. It's not like they haven't already dabbled in the subject.
People will have different opinions on what the 'line' is, of course, but I'd be totally fine with shelling out a few bucks to buy a set of Dodge runes so that I don't have to play 40+ games to play an optimal Jax.
