His passive puts him through the whole 11 string-burst, but it eventually results in waiting for Q to come back off cooldown. With 39% CDR (what I generally end up with on him, between runes and Frozen Heart and Overload CDR, sans blue), it's just over 2 seconds between the cooldown on Qs. That's enough time for two autoattacks (almost exactly, but with the somewhat sluggish animation time, that second one is rubbing up against a cooled Q).

So, you get your 11 string-burst (QWQEQRQWQEQ), then 2.1 seconds, then your 5 string-burst (QWQEQ). You usually don't get to use your ult in a team-fight more than once.
