I do like Rally on Sivir. It becomes multiplicative with her ultimate.

I didn't realize that you had to hit the talent to get the AP. That's... very sad. Like... that's actually really dumb. wtf @ Riot. In order to get a talent that gives AP you need to take bonuses to your physical damage. How does that make any sense?

I would definitely use it in a kite/poke comp or in a strong split-push comp. Giving minions an extra 10~35 AD is just silly.

I could see it on a team of Sivir, Taric, Sion, Gangplank, ______? LOL. EASILY rage inducing.
