Is there any reason to wear Light Armor? Are the movement/noise penalties supposed to be enough to dissuade people from only using Heavy?

Another trade-off is that armor makes spells less effective, and heavy armor makes spells less effective than light armor. It's also a matter of inventory space for weight (though that becomes moot with a perk in each tree).

If you're straight up melee warfare, do heavy armor. If you're looking for agility and range (a la archery or magickery), use light armor.
