I actually really enjoy this design choice. It incentivizes players to create a narrative for their character. Of course you can max your character completely, but that probably won't change the way you approach situations. Yeah, you may have maxed everything, but if you still think of your character as a thief, you're going to play the game as a thief. It creates a form of immersion backed by the imagination of the player, not the constraints of the game's mechanics.
Deciding you're going to play a "thief" character has, relatively, no meaning when you just click on an archetype and the game tells you what skills and spells and abilities you will/won't be able to get. Deciding you're going to play a "thief" character when you have all the options open to you at all times creates a connection between the character and the player.
Skyrim is the best example of story-telling-through-interaction that I think I've ever seen. Pretty much everything about the game is driven by how the player chooses to interact with it.
