I find there's more strategy to it than most shooters, because of the slower pace and the more restricted environments, along with a greater need to reserve ammo. It creates an experience that's more focused on using your environment, targeting crucial areas as opposed to just shooting, and using the entirety of your arsenal including ammo-saving melee attacks. That all complements the exploration and such which itself is more pronounced than most shooters and which makes a nice see-saw effect between action and collection when you're playing through. I consider that to be good design. Course, 4 did all this much better than 5.
