Someone asked me to clarify this (I'll add it to the information thread later). If you're curious as to the level of technological advancement of human society, just think of the Middle Ages (if you haven't already). Larger cities are more advanced (pre-gunpowder 1300s France/England) than smaller cities (like Eisenhardt), which are closer to early Middle Ages (eleventh century).
