Right, the the issue is that if we're in the Decline or Very Dystopian, there are much less hooks in the real world we can use. Not every character that does stuff in the physical world should be shoehorned into being in direct opposition of the Net and have all of their actions dominated by the net.
If we're in Decline or Dystopia, no matter if you IN the net or NOT in the net, almost your entire narrative is going to be directly related TO the net. If you're in Brink or very-not, you can actually go about other activities without having to drone on and on about the Net constantly.
Any character idea that isn't directly related to the Net is just written off the moment we go into the Decline or Dystopia because even if they can somehow manage to find a tiny niche to fit into, the whole narrative will be about trying to work around the Net. When you get to that point, there's literally no possible way to avoid having a major part of your story bound up by it.
It's very restrictive, I guess is my point.
