But the difference between a very restrictive setting and a saga is big. The difference being that people are going to get bored because they can't think of anything that they want to do. A setting isn't supposed to give your character's motivations, it's meant to allow you to make your own motivations, and I really don't think it's wise to force people into the kind of system you're thinking of.
