Everything checks out except for a couple things.
1.) As long as "Electric Dragon Drill" has no element of actual electricity in it (in which case you'd need to learn Raikinesis first), it's fine. The template is actually slightly out of date; you can use five moves instead of just three.
2.) No stat can start higher than 150, so you have to take 50 from Constitution and Agility and redistribute them elsewhere.
As long as those are taken care of, you're all good. I'll go ahead and activate you.
