"Balance the Techniques"

With the recent updates on the tech page, there have been alot of arguements over whether or not it really helped. So, here is your chance to make it completely balanced.

Your task is to create a technique page for CDBZ. You can create, take away, or modify anything you want in order to balance it out. The winner is the most creative and the one who can manage to make everything work out fairly and logically for all races.

The races:
--Human/Non-Transformer(Jeice, Tien)
--Transformers(King Cold, Zarbon)
--Saiyans(Goku)
--Nameks(Nail)

You need requirements for each tech and how to earn them. Also, you need non-power up techniques as well, such as Telepathy.

In the end, you need:

--At least one x20 and one x40 power up for each race(you can add more if you want)
--At least 5 different techniques that arn't power-ups
--Requirements and how to earn each techniques
--A mimimum total of 15 different techniques

48 hours to complete. Koola, who inspired this task, will be watching over carefully. So don't fuck up.
