Puppies can be big, it depends on the breed.

Oh, and whatif somebody is very allergic to the dog? Some people are already hurt that having their allergies flare up wouldn't exactly be a good thing. Should they cast out a human being instead, then?

If there are more facts in the article that contradict any point that I made and can make, then please say them, otherwise, no need to judge so quickly. It can't hurt to look at things from different perspectives. The author of the article simply told you what he wanted to say and how he perceived it.
