Paragus can't have Kaioken x25 or Super Kaioken, and he also can't buy the Bio Suit. He can't use regeneration, a very special move the only Cells and Nameks can do.

I just don't get your logic. You can make Cell Jr any way you want personality-wise, hell you can even stretch his appearance a little bit. Why not change to a human? They look the same. Why a saiyan in specific when you can change ANYONE's personality to match it
