Description

The Paragon Agency is, essentially, a shadow government that oversees many of the galaxy's operations, much in the same way as the more legitimate National Security Agency or Central Intelligence Agency do at a global level. The PA differs from these, in that they genuinely believe that they are the true world leaders, pulling the strings from behind closed doors.

While this may or may not be true, Paragon has a hand in almost every government; using men and women positioned in key points to gather information or to trigger events in their favor.

The leader of PA has never been seen, and simply goes by the title 'Autocrat'. He speaks through several contacts to communicate with recruits. These secretive meetings slowly bring people further and further into the shadow government.

Paragon's ultimate goal is to create a galaxy of genetic ?perfects?, those they deem deserve to live and are the best and brightest. In a word ?Super Beings?. They thus look down on mutants as imperfect, and will almost never associate with them. The only race they condemn as a whole are Saiya-Jins, which they see as primitive genetic throw-back from humans which they see as the galaxy?s perfect race and are thus greatly preferred, though Nameks and other alien races play a significant part in it?s operation.

In order to effectively sway events into their favor, PA relies on assassination, intimidation, blackmail, bribery, information theft, evidence planting, and in many cases open warfare.

Paragon?s base of operations in an enormous complex - the size of a small city - located within an isolated mountain range on planet Earth. This sprawling bunker extends far beneath the ground and serves as Paragon?s chief establishment. Outposts have been placed on Namek, Arlia, and Frost holdings as recruitment and operation centers to maintain a presence throughout the galaxy.

Laboratories, barracks, armories, factories, motor pools, housing, farms, everything a country would need to suffice on is located entirely within each complex, allowing Paragon to remain completely separated from the rest of the world.

An absurdly large military is kept on hand at all times, in order to exert their authority in ways less... appealing. These men and women are well-armed and armored, and will stop at nothing to carry out their orders.

Special agents stand above soldiers - even generals - and occasionally wind up taking orders directly from the Autocrat. These men and women have the authority to do nearly anything, from making sweeping changes within the Agency or outright murdering any target they see fit. These ?super-soldiers? maintain secrecy above all else, and will often assume codenames within Paragon, as a way of guarding themselves from ?internal confrontations?.

The rest of Paragon is made up of several mechanics, electric technicians, scientists, laborers, and, of course, the government, which oversees anything and everything of importance that may happen.

Paragon?s government has it?s own President, Vice President, and so on. These lawmakers follow the same hierarchy that the United States government follows, though rumor has it that Agents give orders even to the President herself.

The Agency maintains several outposts on Earth and outlying planets and a fairly powerful base on Frost Planet #213. Communications via all Paragon operations are made possible by means of a fleet of orbital satellites, in addition to a handful of satellites which travel from planet to planet.

Standard Operating Procedures

Paragon considers human life invaluable, as it?s the key to re-populating the planet once it?s been cleansed of what it has deemed as ?unclean? life. Because of this, they work fervently on biological and conventional weapons, while building a cache of money and arms and inflating their military.

While the Agency prefers to conduct operations without bloodshed, it also houses several detachments dedicated to exterminating those who seek to stand in their way.

Paragon considers slavery, arms dealing, genocide, robbery, or assassination as all a means to an end. Their cynical hypocrisy and absurd scientific ?evidence? blinds them to the fact that they are no different from the other humans around them, but Paragon genuinely believes that humanity is unfit to live; they feel as though they?re doing the right thing by annihilating the global population.

Ranking

Paragon has two completely separate combat forces, the first being the Agency. These ?super-soldiers? are given great responsibilities and power within paragon but earn it every day by putting their life on the line.

The second is a traditional military, where fighters can achieve fame and power without the permanent danger and intrigue that surrounds the Agency.

Units
Upon joining the military wing you will be asked to name your unit. As you progress your unit will also improve, not only in rank but in ?Notoriety? and ?Loyalty?. A more notorious unit, the more feared and respected you will be. Higher ?loyalty? is how much your troops belong to you not to Paragon.

The Military

Those who choose this angle of Paragon will receive a commission upon the completion of a mission given during the application. Upon completion they will be given their rank, uniform, and a unit to control. The ranks and capabilities of these enlisted men will be provided upon entrance.

The Agency

Those who join the intelligence branch of Paragon, like the military branch, must complete a mission during their application. If successful, depending on the skill displayed, they will become either an 'Agent-In-Training' or will receive proper decoration and become a full-fledged Agent. Agents receive a special ops group to control, which, though much smaller than a military unit, are specialized and - individually - more of a force to reckon with.

People to Remember

The Autocrat - Unseen, unheard, but always there. The Autocrat rules over not only the military operations, but the political ones as well. He speaks only through his First Agents, and even then, only rarely. He is the sole author of The Project and keeps close tabs on every Paragon operation in order to ensure they go smoothly. His name, appearance, and location are all unknown.

President Nikita Silverstone - The President is well-aware of everything that?s going on - or so she thinks. She has her own copy of The Project and has read it thoroughly. She knows what must be done, and feels no compassion for the masses who must be destroyed in order for ?true? humans to re-inherit the earth. As far as she?s concerned, humanity has been corrupted to such a point, that they are a disease. She firmly believes they must be destroyed and will become very hostile towards anyone who calls her opinions into question. Her personal detachment of bodyguards would see to it.

First Agent Carlos Martinez - Carlos is a cold-blooded individual, whose sense of humor - and sense of decency - has died ages ago. One of two who speak directly to the Autocrat, Carlos carries his orders out with deadly efficiency. While most of the Paragon Agency do truly believe they?re doing what?s right, Carlos has recently developed his doubts, after an incidence where his brother was ordered to destroy an orphanage, and failed to carry out the mission. He was hanged for his insolence, and Carlos was present for the execution. He would never defy his organization, as that would mean certain death, but he has grown bitter because of it.

Supreme Commander Silas - The only man to become Supreme Commander, he runs the Military arm of Paragon. While he will never win any acclaim for strategy, his determination and perseverance have won him this top seat. He takes great liberty with his position, enjoying its perks, but still bows low to the seat of the Autocrat. Silas loathes the Agency and its personnel. He sees them as dishonorable and despises the powers they gain, even if only within Paragon.

Head Researcher David Orloff - David?s the technician responsible for making The Project a reality. His sole task is to create a virus potent enough to kill human life and capable of spreading across the globe in less than a month. His minimum goal is 99.9999 per cent viral saturation, which would essentially ensure that any non-immunized person on the planet would perish. While he doesn?t enjoy the idea of slaughtering billions of innocent lives, he believes his work will ultimately benefit mankind by removing the ?unclean?.

Recruitment Officer - These low-level military operatives are responsible for taking applications to join the Agency and processing those applications. These operatives are trained to be very difficult to deal with, in order to preemptively gauge how reliable a potential recruit could be.

Commanders - These men and women are the ones who report to Agents, and assign missions to those under their command. Commanders are quite powerful and very jaded, as the most inexperienced commander must have at least five years of completed service.

Commanders are quick to reward missions properly completed, but can become incredibly wrathful with an individual who fails to complete a mission, especially if things go very wrong.

How to Join

Upon reaching an Application Center, applicants are to fill out a brief application with vital information, and pass an aptitude test. If you are accepted into the Agency, you will spar an Agent Major, kepping your ki level below one million, and with special restriction on items used. You will be contacted within 5 business days as to your acceptance

Military and Intelligence recruits will be given a top secret mission followed by an Overseer, who will judge the outcome and will provide a commission on the spot if you qualify.

Rules

1. Jobs are occasionally posted on secure channels, given to the first taker. Otherwise - and more likely - jobs are directly assigned to individuals. These missions are non-negotiable; your orders are simply that: orders. To defy your commanding officer would result in harsh discipline.

2. While murder is frowned upon, the Paragon Agency is well aware that those filthy Outsiders will stop at nothing to destabilize order and what is good for humanity. As a result, as long as Paragon?s involvement remains undetected, murder is an acceptable means to an end.

3. Ranks are strictly enforced; and the Agency will not tolerate defiance to order. If someone outranks you, you must pay them the respect they have earned by achieving that rank.

4. Divulging information without express orders is certain death. The Agency will stop at nothing to silence you permanently for such a breach of command.
