I'm fairly sure both count. Just to varying degrees. The problem is that you're trying to quantify something that's completely circumstantial.
If army size and writing abilities are equal, then powerlevel is there to break the tie.
If power level and writing are equal, then you have army size/composition as a measuring tool.
If someone has not that great writing, but slaughters with army size and powerlevel you have to weight out how much better the other person's writing is.
Its a balancing act.
