If power level and writing are equal, then you have army size/composition as a measuring tool.
If someone has not that great writing, but slaughters with army size and powerlevel you have to weight out how much better the other person's writing is.
Its a balancing act.
I see...now that makes sense. I was thinking that since "power level didn't matter" that it would mean someone with 250 more soldiers would automatically gain the upper hand. I see that this isn't the case...and the way you explained it makes it more realistic.
