Can't the assassins do specific work, like poisoning food supplies, switching out weapons for unstable blow-up-in-you-face weapons? Something? We should do something creative as a prerequisite (sp?). As for attacking outcasts a 2 RP/day should do the trick. It forces morale down, enemy activity. It really does.
