The shrink ability will have to be approved by an admid or something, I myself think it may be too similar to Namekian Body Size Control. I'm fine with it so long as it only alters size.

The second move has a trait of fire via the burning, and here we have elemental techs for that, so you might want to change that.

Other than that it looks good.
