Yes, this system is advantageous to those people who currently have techniques. It aims to make people's work in the past few years not mean utterly nothing. I wouldn't see why you'd say it sucks to lose Healing and SSJ2, since you'd still be getting more than what most people start with.
I was going to reply to this before, but I completely disagree with you guys getting more lenient on giving out techs. I mean, look at this, and then look at FoF2. Look at Sam/Vegeta's 'Did You See the Muffin Man' quest (very hard) and then look at A17's 'Head Hunting' (medium) quest. If anything, it's become more difficult to earn rewards.
Rad said this once before, and I agree with it, for the most part; the way to gauge someone's effort is usually the amount of techniques they have. If they're active, they tend to get techniques.
Anyway, this is all in the rough. I'd prefer to do things with a points system instead of just 'X number of techniques'. For example, you could get a maximum of 100 points to 'buy back' your old techniques with. That would put harder-to-gain techniques like Teleportation appropriately more important than say, Body Split. If some people can't reach the maximum points with their current roster of abilities, because they earned powerups instead, then hey - workaround. Allow them to substitute it for a roughly equivalent technique.
On the topic of Zenkai, tell me you're getting rid of it. With a more proactive reward system, that shit's going to be horribly overpowered. The only reason it's not so within the current system is because TP rewards in sagas are miniscule right now. >_>
