That's what the term "Mutant" is for. Many races can transform, and to label them as "Non-Transformers" seems to be a little unjust.
Also, I want to recommend something. =D
I think there should be a few casual items that increase Ki. In the Bojcak movie, if you were smart enough, you might have picked up at the jewelry that Bojack and Gokua wore shimmered when they were about to transform. To me, that alluded to the jewelry being the cause of the transformation. These items would be capable of using by all races too. Maybe as a small multiplier that increased your Ki, regardless of transformation.
ex. (Does not actually use real multipliers on Chubbs): Normal Ki: 1,000,000; SSJ Ki: 10,000,000; w/Increasing Item on SSJ: 12,000,000.
