Quests wll remain basically the way they are now. Obviously a few changes will have to be made to accomodate the new reward medium, but the concept will be the same.
To add on to what Waff said, MIA will play a comparitively minor role in the new system. Since you earn XP by RPing, you hurt yourself with your inactivity. As you pointed out, Mino, with customs, your character won't be "up for grabs" if you go inactive, so we don't have to worry about that.
