There are definitely some abilities ("abilities" is the new official term for "techniques" btw) that only have any noticeable application to RPing as well as abilities that are mostly strategic. Tsufuru-jin, Arlians, and Androids all have a large set of abilities that are more strategic or for RPing, while most of the other races have combat-oriented abilities.

That's not to say that Saiyans don't get anything that's not fun to RP, but its an off-hand, general kind of guideline.

As of right now, there haven't been very many changes to the already existing abilities.
