And I didn't say we couldn't enforce it or that we won't enforce it, I said its hard to enforce. That was mostly in reply to your comment about how Kaioken works (or doesn't work) right now.
If Overload ends up being too powerful, we can add ways of balancing it later. As Reijin posted from his AIM convo, if you're saving up the points for a powerup, you're not using them on stats, so it won't be as devastating a difference as it first may seem.
I don't really have any suggestions on how to enforce it.
When you try to impose such a system in writing, it becomes increasingly arbitrary on how it has an effect. Should they only be able to use it a certain amount of times per thread/day within the thread? Can they buy more uses? How long does the effect last? A certain number of posts? A scene? It just becomes irritating to manage, and as you said before, no one likes to go around telling people that their post doesn't count because they're too "powerful". A person sinks that many points into an ability, they deserve to have a consistent reward. That's the way they will see it. That's how the judges will see it. That's the way people see it now. That's the way they'll see it two years from now. No one wants to screw over their friends.
I don't have a problem with a universal stat increase. What bugs me is that, when you consider the fact that the stressful part of the ability is unlikely to be seriously enforced, Overload does better at physicals than SSJ... I just think that's all kinds of messed up. Maybe if Saiyans got something with their transformation, it would be balanced because Overload grants no extra ability either. As it currently stands, it does everything SSJ can do, only more, and better.
As for how many exp points it takes to actually get, depends. How many points do you expect the average player to have? Can you ever conceive of a time down the road when player experience points and stats will be so high that the amount invested in buying these abilities will be small by comparison?
