Because Dracula Man and Nappa have totally contributed on the level Reijin and Burter Jr have? Besides the main reason Future Trunks and Chibi Trunks fused was to put a stop to the bitching about not letting people like Bio Broli and Future Gohan join. So it's not exactly fair to make him take a random character to satisfy our needs.

Not that it matters, on the both and only times we've allowed Customer Characters it's only been done after heavy debate between staff and required a large amount of roleplaying for us to consider it.

The addition of customs has nothing to do with Burter Jr and Reijin, they are merely aberrations of the Chubbs universe.

The main reason for customs being introduced was to resolve the issue of continuity in the Chubbs universe, as well as to try and stop idiot members from switching characters every two weeks because they can't run said character like they want to.
