Costs for individual techs?

Abilities have all been given individual XP costs. Examples of those can be seen in the thread with saiyan and tsufuru-jin racial abilities listed. If you're talking about Best Moves, then I can't answer as costs haven't been decided.

Generic energy bolts without tech?

Probably not. It looks as though there will be an ability for ki control, but this will be an extremely low-cost ability. The primary purpose of this is to give a statistical representation of their character's inability to use ki. The only exception to this will be Best Moves; Best Moves will not require ki control.

Costs for special energy waves?

Those would be considered Best Moves. As stated above, costs for new Best Move slots have not yet been determined.

Fighting styles as abilities?

No. There will be no immediate incorporation of a fighting style system.

@Yamu: For something like that, you'd still probably have to buy a Best Move slot. Otherwise we end up with people coming up with all kinds of crap "just for RP purposes" just so they can try to make an end-run around the system.
