You can use pyro or cryo or ki control without having a best move for them. Best Moves just let you do something that couldn't be done with simple blasts or bolts of ki.
And Ki Control won't be necessary to have a ki-based Best Move. For example, even if you don't have ki control, you could have eraser cannon as your best move.
